According to Pavel Halbedel
In 1ahem January 2023 on the premises of the company treasury from Villefranche-de-Lauragais the bell will ring hollow. No other public finance officers will be housed in the building Place of Godefroy Calès. However, he should welcome a a service specializing in the accounting of intermunicipal water and sanitation associationsconsisting of for ten officers.
In any case, this is the outlook drawn up at the end of 2019 by the General Directorate for Public Finance (DGFiP) as part of the deployment between 2021 and 2023 of its New local area network through the department of Haute-Garonne.
The anger of the unions
In a press release published in mid-September 2022 condemning the “cancellation of public finance services in Lauragais”, the inter-union association CGT, Solidarity and workforce points the finger at this turn in the future of the Villefranche-de-Lauragais site.
The regional director of public finance, with the implicit support of the prefect, does not even respect the program of “reforms” that he himself established, in defiance of the agents and the territory of Lauragais.
In particular, the unions accuse DGFiP of taking advantagepolitical instability in the City Council of Villefranche-de-Lauragais for not keeping their promises. To create this new accounting management service, it would really be necessary to work within the building, the property of the municipality, to accommodate all the agents.
On July 19, in an informal meeting, the regional director of public finance confirmed the abandonment of the project in Villefranche, saying that the municipality is not willing to implement a viable project. […] For us, the regional directorate is using the complex political situation as an excuse to reject a shameful case involving DGFiP services.
“We understood that there would be no Plan B”
To justify his feelings, intersyndicale is surprised that DGFiP did not look for another option maintain your project of creating this specialized accounting management service in Lauragais:
When we learned that all colleagues from Villefranche were invited to apply for a transfer on September 1, 2022, we understood that there would be no “plan B” and our director never told us the names of the municipalities or communities because contacted for a possible alternative solution . If the internal problems of the municipality of Villefranche-de-Lauragais have been highlighted by the local press, we remain skeptical about the real will of our administration and its sufficient commitment to find a municipality that would welcome this new service.
The dispute returns to the city council
Monday, October 17, this the subject of closing the treasury was invited to the municipal council from Villefranche-de-Lauragais on the occasion of the negotiation of the revision of the lease agreement for the building.
Elected from the minority group “Villefranche ensemble” and leading candidate in the next municipal elections, Valerie Roudet decided to put his feet in the bowl:
The loss of public service in the village is unacceptable. There was an initial project that planned to keep 15 people in this building and in return the municipality had to do work that was never done. […] I find it unfortunate that elected officials have not moved. I don’t know if there is still a way to change things. But if anyone can still try to do something, I’ll be the one.
“The municipality did not play a sufficient management role”
In the absence of the mayor Bernard Barjouis his representative Christian Mercier who spoke “What Valerie says is true. This project was here and the municipality did not play a sufficiently driving role,” the elected official acknowledged. Before withdrawing the request from DGFiP:
The building as it is did not meet his expectations for the installation of this service. It took a lot of work. Currently, DGFiP only occupies the ground floor area and we have been asked in particular to modify the entire floor to accommodate all the agents. What will happen is that the municipality will no longer have a financial return from this building, which in any case will have to be restored because it is aging.
We recall that during the Terres du Lauragais Community Council in November 2020, Bernard Barjou publicly addressed this file. The mayor of Villefranche-de-Lauragais then condemned “a kind of extortion for a job that needs to be done” from the Ministry of Public Finance and then announced that she wished to send her a “especially bloody mail” condemning this situation, copying the then prime minister.
